CERTIFICATION INSTRUCTIONS

In order to conduct Customs control and Customs clearance it is necessary to submit to Customs bodies various certificates issued by competent governmental bodies. There are several types of certificates:

1) Certificates of Origin;
2) Certificates of Safety or Conformity;
3) Certificates of Quality;
4) Quarantine Certificates.

1. CERTIFICATE OF ORIGIN.
   There are two types of Certificates of Origin: Type "А" and Type "СТ-1".
   The "А" type Certificate of Origin is usually issued for commodities produced in developing countries as per the Law "About Customs Tariffs". Such Certificates executed in accordance with the provisions of Customs Rules of Russia gives the right to lower Customs duties on imported commodity two fold.
   The "СТ-1" type Certificate of Origin is issued for commodities produced in Community of Independent States.
   
   To certify the origin of the goods is important for proper calculation of the volume of Customs import duties. The Certificates of Origin are issued by The Chamber of Trade and Commerce of the producer state. Such a certificate does not represent a compulsory document; in case of its absence Customs clearance of commodity is executed in due order but no privilege as to Customs duties is offered.
   
   
2. SAFETY CERTIFICATE
   This type of a certificate is to be presented to Customs authorities while clearing imported commodities in accordance with the RF Law "About Protection of Russian Consumer Rights". A list of commodities subject to certification is approved by Normative Acts of the State Customs Committee and State Committee for Standards. Such Certificate is provided to a Russian entity for a consignment of commodity received according to a foreign trade Contract. The Safety (Conformity) Certificate is issued by an authorized body after all tests required for each type of certified commodities from the list had been accomplished. The Safety Certificate also can be issued on the basis of an appropriate statement made by The State Committee for Hygiene and Epidemics which runs laboratory tests of the commodity samples. To accomplish Customs clearance it is necessary to produce either the original or a copy of the Certificate officially confirmed by the issuing body.
   
   
3. CERTIFICATE OF QUALITY
   The Certificate of Quality is provided on the basis of the RF Government Resolution of 20.04.94 covering the following brands: serials grain, groats, beans and oil-bearing plants as well as corn, flour, cattle combined forage, premixes, vita-protein additives, oil-cakes, bran and pulp. The Certificate of Quality is designated to confirm the quality of imported commodities and its conformity with the parameters, agreed upon the foreign trade Contract. The Certificate is issued by The State Bread Inspection under The RF Government and its local branches.
   
   
4. QUARANTINE CERTIFICATE
   Quarantine Certificate is essential to confirm that a kind of commodities of herbal or animal origin are free from various diseases. Being imported into the territory of the Russian Federation such commodities are specially checked and tested for lack of infection and after that a Quarantine Certificate is issued. If a consignment of goods of herbal or animal origin is to be exported the appropriate certificate is issued by domestic competent bodies controlling the quality of exported commodity.
